成本收益、政策认知对农牧户禁牧补助政策满意度的影响

摘要： 本文基于实地调研获取的北方农牧交错区188份农牧户微观数据，运用有序Probit模型分析成本收益、政策认知等因素对农牧户禁牧补助政策满意度的影响。研究结果表明：成本收益显著影响农牧户对禁牧补助政策的满意度，补助对家庭经济状况改善的作用越大，对养殖成本上升的弥补越有效，农牧户对禁牧补助政策的满意度越高；政策认知显著影响农牧户对禁牧补助政策的满意度，农牧户对政策的支持度、补助标准合理性评价、当地生态环境总体变化情况和政府贯彻执行政策的力度均会显著影响农牧户对禁牧补助政策的满意度。因此，应进一步提高补助标准，增强补助弥补养殖成本上升的有效性；提高政策的贯彻执行力度，切实发挥政策保护草原生态的作用，以此提高农牧户对禁牧补助政策的满意度。

Abstract: Based on the micro-data of 188 farmers and herdsmen in the agro-pastoral areas obtained through field research,this paper applied the orderly Probit model to analyze the impact of cost benefits,policy recognition and other factors on the satisfaction of farmers and herdsmen with the subsidy policy of banning grazing(SPBG). The results showed that cost-benefit significantly affected farmers and herdsmen's satisfaction with the SPBG. That meant farmers and herdsmen's satisfaction with the SPBG was higher when the subsidy had effective effect on improving their household economic situation and making up for the rising cost of breeding. Policy recognition significantly affected farmers and herdsmen's satisfaction with the SPBG. To be more specific,farmers and herdsmen's support degree of the policy and reasonableness evaluation of the subsidy standards,restoration of the ecological environment and policy enforcement of the government would significantly affect farmers and herdsmen's satisfaction with the SPBG. Therefore,the subsidy standards should be further improved to enhance the effectiveness of subsidies to compensate for the rising cost of breeding. The government should improve the enforcement power of the policy and give full play to the SPBG's role in protecting grassland ecology,so as to improve farmers and herdsmen's satisfaction with the SPBG.
