Abstract: This study discussed the herdsmen's income under the dual background of the implementation of subsidy and reward policy for grassland ecological and the fluctuation of mutton prices,and discussed the influence mechanism of mutton price fluctuation on the effect of policy implementation. The results showed that the core of herdsmen's production decisions was based on creating the highest income. The fluctuation of mutton prices directly affected herdsmen's productive work behaviors,and had a significant positive impact on herdsmen's income. The incentive effect of policy was periodical,and incentive degree was a reverse trend with the mutton price. The "precious to sell" behavior made herdsmen to face huge financial liabilities crisis,and enter into a blind subsequent development. Therefore,the implementation of the subsidy and reward policy for grassland ecological protection should be connected with the market mechanism in order to achieve significant incentive effect,promote the change of herdsmen's production behavior,and ensure that they have stable income.
