Abstract: The Third Plenary Session of the 18^th CPC Central Committee pointed the general purpose of deepening its all-round reform is to advance modernization in the state governance system and governance capability,and the “National Park System” was proposed. The 19th National Congress of the Communist Party of China pointed out to actively promote trials of the national park system,and the national park is moved from top-level design to practice. The national parks are involved in 7 major geographical regions of China,and the Great Wall will be a national cultural park. Most national parks are located in one province or city,but the giant panda national park,northeastern tiger leopard national park and Qilianshan national park are across two or more provinces. The establishment of the national park system is of great significance to the advancement of China’s ecological civilization,the realization of beautiful China,and the sustainable development. In addition,national parks extend the moral ethics between people to the moral ethics of people and nature,and guide the development of good environmental ethics for citizens. Achieving the goal of “owned by the country,shared by the whole people,and passed on from generation to generation” is in line with the important connotation of the scientific development concept of dialectical materialism,and ultimately achieves the harmonious and sustainable development of man and nature. This article was based on the national park from the proposal to the establishment of the pilot,further integrated the scientific development concept and environmental ethics and other philosophical perspectives,to provide a theoretical basis for understanding the national ecological civilization system construction.
