Comparison of the Implementation Performance of the First Two Rounds of Grassland Ecological Compensation Policy and Path Optimization

前两轮草原生态补奖政策实施绩效对比与路径优化

Abstract: It is of great significance to carry out the performance evaluation of the grassland ecological compensation policy in a timely manner to optimize and adjust the policy. This study established a comprehensive, three-dimensional evaluation index system encompassing “ecology, economy, and society” for assessing grassland ecological subsidy policy performance. By selecting the Gannan Yellow River water supply area as the research domain, this study employed the entropy weight method to comprehensively evaluate and compare the policy performance differences between the first and second rounds. Additionally, it identifies key obstacles impeding performance enhancement using the obstacle degree model. The results revealed that the overall performance of grassland ecological compensation policy implementation has undergone notable improvement, albeit at a low level. Specifically, the comprehensive value increased from 0.1212 in the first round to 0.1550 in the second round, marking an average annual growth rate of 5.24% from 2010 to 2020. Within this, ecological, economic, and social performance values rose from 0.1477, 0.1345, and 0.0816 in the first round to 0.1837, 0.1858, and 0.0955 in the second round, respectively. The performance structure shifted from “ecological performance>economic performance>social performance” in the first round to “economic performance>ecological performance>social performance” in the second round, with a synergistic emphasis on all three benefits. Notably, significant regional variations exist in each dimension of policy performance. Ecological and economic performance follow a descending order from “pure pastoral areas>semi-agricultural and semi-pastoral areas>agricultural areas”, whereas social performance exhibits an opposite trend. The study of barrier factors indicates that common obstacles to performance improvement include the total number of livestock at the end of the year and per capita income from grassland ecological compensation policies. This study intends to serve as a valuable reference for the dynamic optimization of the new round of grassland ecological compensation policy.

摘要: 适时开展草原生态补奖政策绩效评价对于优化调整政策具有重要意义。本研究构建了“生态—经济—社会”三维绩效评价指标体系,以甘南黄河水源补给区为例,运用熵权法综合评价比对前两轮政策绩效差异,借助障碍度模型识别影响绩效提升的障碍因素。结果表明:综合绩效在较低水平上显著提升,综合值由0.1212提升至0.1550,2010—2020年均增长率达5.24%。生态、经济、社会绩效值由0.1477,0.1345,0.0816提升至0.1837,0.1858,0.0955,绩效结构由“生态绩效>经济绩效>社会绩效”演变为“经济绩效>生态绩效>社会绩效”,三种效益协同凸显。政策绩效各维度区域分异特征显著,生态、经济绩效表现为“纯牧业区>半农半牧区>农业区”,社会绩效则呈相反态势。年末牲畜存栏总量和人均草原生态补奖政策收入是影响绩效提升的共性障碍因素。本研究旨在为新一轮草原生态补奖政策动态优化提供参考。
