Abstract: The author expounds the harmonious relationships between resource protection and social development and between ecology and economy according to the scientific development view.Meanwhile,as a rising industry,the grass industry is associated with the entire situation of state ecological safety and green economic development and the opportunity should be cherished to push its development.The author emphasizes the multifunction of grass to ensure ecological safety of our nation as a protective barrier,to ensure the advancement of grass industrialization by its economic function,to promote the resource utilization and the social progress by its social,cultural and associated functions,and then to facilitate the development of modern grass industry through the enhanced efforts of macropolicy research.

摘要： 阐述了科学发展观要求资源保护与社会发展相协调,生态与经济相协调的观点。提出草业作为一个新兴产业,关系国家生态安全和发展绿色经济的全局,要抓住机遇,推进发展。强调要充分发挥草的生态屏障功能,确保国家生态安全;充分发挥草的经济功能,确保草业产业化顺利推进;充分发挥草的人文社会和其他功能,促进资源利用,推动社会进步;加大宏观政策研究力度,促进现代草业发展。
