The Impact of the Grassland Ecological Reward Policy on Grassland Vegetation in Qinghai-Tibet Plateau

草原生态补奖政策对青藏高原草地植被状况的影响分析

Abstract: To explore the effects of the grassland ecological reward policy on grassland vegetation status in counties on the Qinghai-Tibet Plateau. Based on the data of 68 counties and the normalized difference vegetation index (NDVI) obtained by remote sensing technology in the main province of Qinghai-Tibet Plateau from 2006 to 2018,NDVI served to quantify the grassland condition,we emploied the fixed-effects-model to investigate the effects of the grassland policy on the grassland status of the Qinghai-Tibet Plateau. The results showed that the impact of the grassland ecological reward policy on grassland vegetation shows obvious spatial heterogeneity. The impact on counties with good grassland conditions is greater than that on counties with poor grassland conditions. The impact on Qinghai province is greater than the Tibet. The impact on pastoral counties is greater than that of semi-pastoral counties. The grassland ecological reward policy is effective for grassland vegetation protection,but the effectiveness is reduced or neutralized by other socio-economic and climatic factors. For future grassland protection policy design,should consider the potential offsetting forces from other factors related to market and climatic conditions.

摘要: 为探究草原生态补奖政策对青藏高原县域草地植被状况的影响,本文以2006—2018年青藏高原主体省份青海西藏牧区68个县域的数据以及通过遥感技术获取的归一化植被指数(normalized difference vegetation index,NDVI)为基础,用NDVI值量化草地植被状况,应用固定效应模型控制不同县之间社会经济因素、气候因素的影响,通过固定效应模型分析草原生态保护补助奖励政策对青藏高原草地植被状况的影响效果。研究结果表明,草原生态补奖政策对草地植被的影响呈现明显的空间异质性,对草地状况好的县的影响大于草地状况差的县,对青海省的影响大于西藏自治区,对牧区县的影响大于半牧区县。草原生态补奖政策对草地保护是有效的,但有效性被其他社会经济和气候因素降低或中和。在未来有关草原保护政策制定的过程中需要考虑与市场和气候条件相关的其他因素可能的抵消作用。
