Abstract: To develop new ideas for protecting and sustainably utilizing grassland and promoting ecological restoration,we researched the useful practices of state-owned rangeland,defined the concept,characteristics and development direction of state-owned rangeland,explained the important significance of state-owned grasslands,and discussed the management and operation of state-owned rangeland. At the initiation stage of introducing and promoting state-owned rangeland,it is necessary to study the construction and development model of state-owned rangeland,explore the operation mechanism and guarantee mechanism of sustainable development,and continuously enrich and improve the content of state-owned rangeland construction and management,to provide valuable reference for building and innovating management mechanism of state-owned rangeland.

摘要： 为了探索草原生态保护与科学利用协调发展的新思路新模式，提升草原生态修复治理能力，本研究借鉴国有林场有益做法，提出了国有草场概念、特征及发展思路，阐述了国有草场建设的重要意义，试论了国有草场建设管理经营运行机制。国有草场建设正处于理念引入、试点启动阶段，需要研究国有草场建设及发展模式，探索可持续发展运行机制和保障机制，不断丰富完善国有草场建设及管理经营的内容，以期为国有草场建设、创新草原管理机制提供有价值的参考。
