Digital Technology,Grassland Transfer and Grazing Intensity —An Empirical Analysis Based on Pure Herdsmen in Inner Mongolia

数字技术、草地流转与放牧强度——基于内蒙古纯牧户的实证

Abstract: Protection of grassland and construction of grassland ecological environment require the herdsmen to adjust their grazing intensity. Grassland resource is an important carrier for the development of animal husbandry,whose quality and efficiency subject to the improvement need modern digital technology as an internal power,the change of grassland utilization intensity caused by the combination of those two elements has a great influence on the high-quality development of animal husbandry,so it is of great value to study the influences of the both digital technology adoption and grassland transfer on herdsmen’s livestock stocking rate. This paper,along with a usage of the survey data of 322 pure herdsmen in Inner Mongolia to run the Tobit model to explore the direct effects of digital technology adoption on the grazing intensity,chose the moderation effect model to analyze the mechanism of grassland transfer affecting the relationship between the digital technology adoption and grazing intensity. The results showed that:the digital technology adoption could reduce grazing intensity effectively and increase the heterogeneity on that adoption by the herdsmen whose incomes were at the different levels. The grassland transfer had a moderating effect on the relationship between digital technology adoption and grazing intensity. Specifically,the negative effect of digital technology adoption on grazing intensity would be weakened by grassland transfer-in,and the grassland transfer-out produced just an opposite effect. Therefore,the government should promote the digital technology adoption and reinforce the digital transformation of grassland animal husbandry,strengthen the digital technology training to and elevate the literacy and skills of herdsmen about the digital technology,renovate the online trading platform for the grassland transfer and strengthen the supervision over the use of transferred grassland;increase the herdsmen’s choices on the non-agricultural livelihood strategies and promote the long-term tendency of the grassland transfer-out.

摘要: 保护和建设草原生态需要牧户调整放牧强度。草地资源是畜牧业发展的重要载体,数字技术是畜牧业提质增效的内在动力,二者结合导致的草地利用强度变化对畜牧业高质量发展影响重大,故研究数字技术采纳、草地流转对牧户载畜率的影响具有重要价值。本文基于内蒙古322户纯牧户调查数据,采用Tobit模型探讨数字技术对牧户放牧强度的直接效应,选择调节效应模型分析草地流转影响数字技术与放牧强度之间关系的作用机制。结果显示:数字技术采纳可有效降低牧户放牧强度,且在不同收入占比牧户间存在异质性;草地流转对数字技术降低牧户放牧强度具有调节效应,其中草地转入负向调节数字技术对放牧强度的抑制作用;草地转出呈正向调节效应。因此,为可持续利用草地资源,引导牧户调整放牧强度,应推广数字技术,加快草原畜牧业生产经营数字化转型;加强数字技术培训,提高牧户数字素养与技能;完善线上草地流转交易平台,加强转入草地使用情况监督;增加牧户非农生计策略选择,推动草地转出长期化。
