Abstract: This article described the deteriorated lands including arableland,forestland,grassland,Saline—alkali land,wasteland and land for cities and towns which has made by misused and mismanaged.By the analysis of precies uses of improved forage crops to improve of those lands,the author suggested the major effects offorage crops for improvement of those deteriorated lands,and suggested the ideas, options,plans and practices for improment of those lands

摘要： 本文论述了我国耕地、林地、草地、沙碱荒地和城镇用地等各类土地因利用不合理造成的退化及以往在治理中的失误。通过对优良牧草在治理各类退化土地中科学实践的分析,论证了草业在治理退化土地中的主导作用。提出了以草改土综合治理的战略思想、战略方针、战略规划和战略措施
